Prof. J.P. Gupta, a widely acclaimed public health professional and former Director of the National Institute of Health and Family Welfare (NIHFW), New Delhi (1988 to 1994), passed away on 23 August, 2010. He was a pioneer for bringing in a number of innovations in the training processes. His areas of expertise included Health Planning and Evaluation, Health Management, Program / Project Planning, Monitoring and Evaluation, Health Manpower Development, and Health Systems Research. During his distinguished professional career in the NIHFW and its precursor Institute, from 1968 to 1994, he was credited with launching of Distance Learning Programs in Health and Hospital Management for district level officers and hospital managers, and conducting national level evaluations including the National Review of Universal Immunization Program in India, in 1989. He was an examiner of MD and PhD in a number of universities, and a member of several working groups of the Planning Commission, New Delhi. He was Chairman of the National Consortium of Institutions in Health and Family Welfare Management and also served as Member Secretary of the Group of Experts constituted by the Ministry of Health and Family Welfare, New Delhi, for formulation of the preliminary draft of the National Population Policy (Swaminathan Committee). He was extensively associated with the United Nations Asian and Pacific Development Institute (UNAPDI), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Bangkok, World Health Organization - South East Asia Regional Office (WHO-SEARO), New Delhi, and in the neighboring countries in South East Asia as a Consultant. He also served as an Expert in Health Planning in UN-ESCAP, Bangkok in 1980 and 1981. He was also a member of the editorial board of the International Journal of Health Planning and Management, for a number of years. He had to his credit a book, several reports, and articles published in reputed journals. After taking voluntary retirement from NIHFW in June 1994, he served as the Chief Technical Advisor - WHO / UNDP in Yangon, Myanmar, from 1994 to 1999. Subsequently, he served as the Principal Advisor (Health) to the Government of Himachal Pradesh during 2000 - 2002. Prof. Gupta was also the President and Appellate Authority of the Biomedical Ethics Committee, New Delhi.
Indian Public Health Association expresses deep sorrow at his sad demise and prays that his soul rests in peace.
